Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been defused. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Cycle of Negotiation and Warfare
The succession of contrasting events captured the bleak nature of the current period. By day, political struggles are waged: optimistic declarations are released from different nations. Immense energy is allocated on restraining particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "settlement".
After-Dark Attacks
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor missile launches from across the border, a capability afforded by current data. From vantage locations, defense planes that had been deployed to engage hostile guided weapons flew past – advanced fighter aircraft provided to Ukraine by Western partners.
Shortly after, Kyiv's missile defense thundered: defensive missiles fired to intercept a incoming threat. This was a advanced protection mechanism at work, presumably supplied through Western nations. Every launch shakes the surroundings, shaking the windows. The instant of fear quickly gives way to sober acceptance: possibly the incoming missile won't hit its mark this time, preventing destruction from devastation and another blackout.
Ongoing Risks
Not long after, a large-caliber weapon fired at a drone somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Regrettably, the projectiles didn't strike the enemy aircraft – it maintained course toward its target.
Periodically, this persisted until dawn. Kyiv greeted the morning news: several casualties, damage and infrastructure problems in numerous residences as a result of the night's assault. As always, everyone still maintained normal activities – living the war. But those full day illustrated Ukraine's essential dependence on Western support – a need that regional partners are clearly incapable to fill in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from American leadership generated strong feelings, discussion and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new proposal from US leadership follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually secure success. This cycle will, undoubtedly, continue.
Tactical Assessments
It is easy to blame specific actors of persistently promoting Moscow's conditions. But that does not seem to be the whole story. Washington operates on a premise understood by seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The White House believes that it is unrealistic to compel Moscow to surrender the territory that it already controls in Ukraine's occupied territories.
The issue is that while recognising this factual reality, Washington does little to deter Moscow, through diplomacy or military means, from believing that the current condition will not shift further in its favour in the near future.
Divergent Views
Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their reason to accept conditions that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding lives and land but averting a total frontline collapse until situations evolve in its favour.
Present Conditions
Objectively, there are no real preconditions for a truce. Now, individual motivations are coming into play: personal goals to negotiate peace and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unsuitable, so that their focus does not switch to internal issues. And although their objective will now be significantly challenging after recent developments, it remains very improbable that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a mere seven days to terminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, current information leaks, all did their job.
While new initiatives based on previous concepts are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate specific hesitation to modify developments, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, largely rely on continued Western support.
